Failure to provide a safe and adequate public education as guaranteed (or implied) in the state constitution.
Gross educational neglect under the doctrine of equal protection or due process.

In 2023, Chicago Public Schools reported over 1,000 allegations of sexual misconduct involving students and staff. That’s not an isolated problem — that’s a crisis.

-
The climate in many public schools is violent. In 2022, Chicago police reported over 400 incidents involving firearms on or near school campuses — including students bringing guns to school and shootings during school hours.

-
With only 35% reading proficiency and 28% math proficiency statewide — and in Chicago, only 29% in reading and 18% in math — what exactly are we funding? For Black students, the numbers drop to 20% reading and 9% math.

-
When 0–35% of students are proficient in basic skills, the state is arguably failing its constitutional mandate to provide an adequate education.

In 2024, Illinois public schools spent an average of $21,829 per student, totaling approximately $40.4 billion statewide. Chicago Public Schools reported even higher expenditures — $29,028 to $34,692 per student — a 97% increase since 2012.

And yet, instead of fixing these problems, Illinois lawmakers are focused on regulating homeschoolers. Illinois already has a strong truancy system enforced by school districts and DCFS. With over 10% absenteeism statewide — and 40% in CPS — why target homeschooling families? Why attach penalties and criminal charges in this bill when public school truancy is rampant?
Exit 2 Protect
The bills below are technically dead for now (Session Sine Die), but don’t miss the bigger point — they expose the sinister mindset of these legislators and the spiritual trajectory of Illinois. Even when a bill doesn’t pass, it reveals the kind of future these elected officials envision for this state. And remember, what you see here is only the tip of the iceberg — these are just the K–12 education bills.

-
HB29 CRIMINAL PARENTAL BULLYING (Ford) (Session Sine Die) The bill defines "parental bullying" as a parent intentionally sending verbal or visual messages to a minor that are believed to coerce, intimidate, harass, or cause emotional distress.

-
HB4876 ABORTION/GENDER-AFFIRMING CARE (Stava-Murray) (Session Sine Die) Amends the Abused and Neglected Child Reporting Act and intends to criminalize parents who deny their child access to certain medical care, such as primary care services, abortion services, or gender mutilation.

-
HB 5548 ACCESS GENDER CARE (Canty) (Session Sine Die) Amends the Illinois Marriage and Dissolution Act. Excludes from the definition of “abuse” obtaining, seeking, or facilitating lawful health care for a minor child by a parent (see definition of abuse below). This bill mandates that the court limit parental control over a child’s “gender change”. It even interferes with parents’ rights from other states. An insidious bill.

-
HB 5473 DHFS-FAMILY PLANNING-MINORS (Cassidy)(Session Sine Die) — Makes it legal for minors 12 years and over to make their own family planning decisions unilaterally without parental consent if the family is on Public Aid.

-
HB 4133 BULLYING PREVENTION (Croke) (Session Sine Die) – This mandates public schools’ bullying prevention policies (that contain LGBTQ propaganda) into religious schools. This is against religious freedom as well as free speech.
